I measured my cat's girth at 15 inches before buying this product, and when it came it fit him great. The two side straps adjust easily, and his are adjusted at the small end of the range for the size large. The strap around the front doesn't choke him at all, and although he rubbed against the wall trying to get it off a bit he didn't struggle and didn't really seem to mind.
